If you run trucks in the United States, you already know what dispatch costs you. It is the department that never sleeps, that burns through people, and that you cannot automate away, because a load board does not call a broker back at 6 a.m. to renegotiate a rate.

More and more American carriers keep that department in Chișinău. Some hire a local agency. A growing number open a Moldovan company of their own, which employs the dispatchers and invoices the US parent every month. Moldova treats that invoice as an export, and since dispatching for freight transport was added to the IT Park’s list of eligible activities, the company can pay a single tax in place of corporate tax, salary taxes and contributions.

Can a US trucking company run its dispatch department from Moldova?

Yes. A US carrier or brokerage can own 100% of a Moldovan limited liability company, hire dispatchers in Chișinău on employment contracts and bill the parent company for the service. Because the client is abroad, the service is an export, which makes it eligible for Moldova IT Park and its single tax on turnover.

The structure is simple. Your US company stays exactly as it is, with its authority, its drivers and its brokers. The Moldovan company is a service provider with one client, and the contract between the two says what the dispatchers do: book loads, talk to brokers and shippers, plan routes, track trucks, handle check calls and paperwork. The trucks never come anywhere near Moldova.

Truck dispatching and IT Park: code 82.20, export only

The IT Park was built for software, and many people still assume it covers nothing else. The law says otherwise. Article 8 of Law 77/2016 lists the activities a resident may carry out, and letter (q) reads, in the words of the MITP resident guide: call-centre activities (82.20) based on any technology or channel of communication with the client, provided exclusively for export, including activities carried out in relations with clients in the process of supply and logistics in freight transport.

That last clause is dispatching, named almost word for word. Letter (r) adds a second route under code 78.30, the supply of staff for supply, logistics and customer relations in freight transport, again only for export. For a company that runs dispatch for its own parent, 82.20 is the natural main activity.

Three conditions come with it, and they matter more for dispatch than for software.

The service has to go abroad. Your US parent, a carrier in Texas or a forwarder in Germany all count. A Moldovan transport company does not, so the dispatch company cannot pick up local clients on the side under this regime.

At least 70% of sales revenue has to come from eligible activities, checked every month and over the year. The law tolerates missing the monthly figure in up to two calendar months of the year, provided the annual figure holds. A captive dispatch office with one foreign client clears this without effort.

And the dispatchers have to be employees. The single tax covers salaries paid under an individual employment contract. How big truck dispatching already is in Moldova

You would not be the first. The IT Park administration’s 2025 annual report shows how fast this segment has grown since dispatching entered the list.

Sales under code 82.20, call centres and dispatching for export, rose from 0.68 billion lei in 2024 to 2.55 billion lei in 2025. In one year, the segment went from 5% to 14% of all eligible revenue in the park and became its third-largest activity, behind only software development and data processing.

Of the 769 companies that joined the park in 2025, 204 declared call-centre, dispatch or staff-supply activities. That is almost a third of all newcomers. The report counts more than 250 companies in the BPO, call-centre and dispatch group, and the number of IT Park projects serving the transport sector went from 196 in 2022 to 594 in 2025. Among the park’s residents with foreign founders, 38 come from the United States.

The job market says the same thing. On 18 September 2026, the job board rabota.md listed 48 truck dispatcher vacancies. 41 of them were for the US market: dry van, reefer, flatbed, open deck, power only, car hauling. The advertised pay ran from about $1,000 to $7,000 a month, some of it as a percentage of the truck’s gross, and several employers were hiring separately for after-hours and weekend shifts.

What that means for you is an existing profession. People in Chișinău know what a rate confirmation is, what an ELD shows and why a reefer load at a Midwest shipper cannot wait. You are hiring into a market that has already been trained, mostly on American freight.

English from second grade: the people you will hire

Moldovan schools start a foreign language in second grade, two hours a week under the national curriculum, and add a second foreign language in fifth grade. In a lot of schools the first one is English from the start, and many parents also pay for extra English lessons outside school for years, because they see it as the language of a good job.

On top of that comes the language of home. Most dispatchers grew up speaking Romanian, and Russian is widely spoken too, especially in Chișinău. Some of the vacancies above ask for Russian specifically, for carriers whose drivers speak it: the dispatcher negotiates with the broker in English and then goes over the route with the driver in the driver’s own language.

Working US hours from Chișinău

Dispatch runs on your clock, not ours. Moldova is seven hours ahead of the US East Coast for most of the year, so a normal American business day lands in the Moldovan afternoon and evening.

The two countries move their clocks on different weekends, so for a few weeks in March and again around the end of October the gap shrinks to six hours. Plan the rota around it.

For an Eastern or Central carrier, the working day in Chișinău is a late shift rather than a night shift, and that is the shift most local dispatchers already work. West Coast operations and 24/7 coverage need a real night rota, which is why after-hours and weekend dispatcher roles are advertised as separate jobs.

What a 10-dispatcher office costs: standard regime vs IT Park

Take a dispatch office of ten people, each taking home $2,000 a month, with $5,000 a month for the office, phones and software. The Moldovan company invoices the US parent its costs plus a 5% margin. Figures are converted at the National Bank of Moldova rate of 17.5246 lei per dollar on 18 September 2026.

Under the standard regime, $2,000 in hand needs a gross salary of about $2,498, and the employer pays another 24% on top. Under IT Park, the employee receives the salary with nothing withheld and the company pays the single tax.

Under the standard regime, the margin also carries 12% corporate tax, about $216 a month, paid out of the $1,798.

Look at the single tax line. Seven percent of a $29,378 invoice would be about $2,056. The company pays $2,979, because the law sets a minimum of 30% of the forecast average wage for every employee: 5,220 lei per person per month in 2026. For a dispatch office working for its own parent at cost plus a small margin, the minimum is almost always the tax you actually pay, not the 7%. Here it works out at about 10% of turnover.

It is still the cheapest line on the page, and it replaces a much bigger one. The minimum stops mattering once the invoice passes about 74,570 lei, around $4,255, per employee per month. Below that, a higher invoice does not change the tax at all.

How to set up the Moldovan company for your dispatch department

  1. Choose the founder. Usually it is the US operating company or its holding LLC, which owns 100%. Its incorporation documents and the power of attorney are apostilled in the US and translated into Romanian. The whole route for foreign founders is in our guide for non-resident founders.
  2. Appoint the administrator. It can be you, a US manager or someone local. A foreign administrator first needs an IDNP, the Moldovan personal identification number, which we obtain for you.
  3. Register the LLC with 82.20 as its main activity. We draft the constitutive documents, set the CAEM codes, provide a registered address if you do not have an office yet, and file with the Public Services Agency. Registration takes three working days.
  4. Open a bank account that receives dollars. Your parent pays in USD, salaries go out in lei, and the bank’s compliance team will want to understand the intercompany contract. Our bank account guide for non-residents covers what they ask for.
  5. Sign the service agreement with the parent. It describes the dispatch services, the monthly fee and how it is calculated. This is the document that makes the invoice an export.
  6. Apply to IT Park. The administration examines the application within 7 working days, plus 5 if it needs more documents. Once the residency contract is signed, the single tax applies from the following month.
  7. Hire on employment contracts and run the monthly reporting. The single tax return goes in every month, together with the payroll filings, whichever regime the company is on.

US taxes: the 1973 treaty

Moldova has no tax treaty of its own with the United States. The IRS treats Moldova as covered by the income tax treaty signed with the USSR in 1973, which it still applies to several former Soviet republics. How the payments to your Moldovan company are treated on the US side is a question for your US accountant, and it is worth asking before the first invoice rather than after the first year.

Where Moldova loses

The time difference is real: an East Coast day ends at midnight in Chișinău. Local dispatchers are used to it, though. Working to US time is how the profession has always run here, and people apply for these jobs knowing the shift comes with them.

The minimum tax is charged per employee whether freight is moving or not. In a slow month the single tax does not shrink with your revenue.

Export only means export only. The company cannot take on Moldovan clients for dispatching without putting the regime at risk.

Is truck dispatching eligible for Moldova IT Park?

Yes, as long as the service is exported. Can a US LLC be the only founder of the Moldovan company?

Yes. Any client outside Moldova is an export, so a US parent and a German carrier are treated the same way. What the company cannot do under code 82.20 is sell dispatching to Moldovan clients.

How long until the IT Park regime applies?

The company is registered in three working days. The IT Park Administration examines the application within 7 working days, plus 5 if it asks for more documents, and then you sign the residency contract. The special regime applies from the month after the contract is signed.

What does the IT Park tax not cover?

VAT, which is 0% on exported services, and the 6% tax on dividends when profit is distributed to the founder. Corporate income tax, salary income tax, social and health contributions and local taxes are all inside the single tax.
